Bring rose hips to a boil; reduce heat and simmer 20 minutes. Once berries are fully cooked, run them through a berry mill to separate the seeds.
Combine tomatoes, onion cayenne pepper in a large stainless steel saucepan. Bring to a boil; reduce head and simmer 20 minutes, uncovered.
Combine seeded rose hips with tomato base in a large saucepan. Add cinnamon, all spice and celery seeds and vinegar to the tomato mixture; boil 30 minutes.
Puree mixture in small batches and return mixture to saucepan. Add sugar and salt. Stirring frequently, boil gently until volume is reduced by half or until mixture mounds on a spoon. (This may take several hours)
